15. Power to arrest without warrant in certain cases: - Any Police Officer not below the rank of an Inspector of Police may arrest without warrant any person found, or reasonably suspected of committing an offence under clause (a) clause (c) or clause (d) of sub-section (1) of Section 4 in any public street, or thoroughfare or in any place to which the public have, or are permitted to have access.
