Section 23. Inspection of tramway before opening

23. Inspection of tramway before opening - A tramway system, or portion or extension of, or addition to a tramway system, shall not be opened for public traffic until it has been inspected and certified to be fit for such traffic by the Safety Commissioner appointed by the State Government under section 30.
