24. Institution of proceedings - (1) No court shall take cognizance of an offence punishable under this Act or any rule or order made thereunder except upon a complaint in writing made by the Cane Commissioner or any authority or officer authorised by him in this behalf. (2) No court inferior to the court of the magistrate of the first class shall take cognizance of, or try, an offence under this Act or any rule or order made thereunder.
