Section 18. Other matters to be under the control of administration of the General Council

18. Subject to the general policy of the Government, the General Council shall-- (1) formulate integrated development plans for the Council Area; (2) implement schemes and programmes for the development of the Council Area; (3) have powers to regulate trade and commerce within the council area in accordance with the existing laws.
