Section 21. Appeal against the decision of the Registrar.

21. If any person is dissatisfied with the decision of the Registrar refusing to enter the name or qualifications of such person in the register of registered practioners he may, at any time within three months from the date of such decision, appeal to the Council, whose decision thereon shall be final.
