Section 6. Vacancies, etc. not to invalidate proceedings of the Authority or the Committee

6. No act or proceeding of the Authority or of the Committee shall be invalid merely by reason of,- (a) the existence of any vacancy in or any defect in the constitution of the Authority or the Committee; or (b) any irregularity in the procedure of the Authority or of the Committee not affecting the merits of the case.
