15. Powers to remove difficulties.- The State Government, in case of any dispute, difficulty/impediment in giving effect to the provisions of this Act, may give orders notwithstanding the provisions of this Act, which it may deem necessary for the purposes of removing the dispute, difficulty/ impediment.
