Section 13. Cognizance and trial of offences .

13. Cognizance and trial of offences .— (1) No Court shall take cognizance of an offence punishable under section -12, save on a complaint made by any officer empowered by the Tribunal in this behalf. (2) A Judicial Magistrate of the first class shall try an offence under this section.
