Section 13. Power to remove difficulties.

13. Power to remove difficulties.— If any difficulty arises in giving effect to any of the provisions of this Act, the Government may, by an order make such provisions which is not inconsistent with provisions of the Act and is necessary and expedient for the purposes of removing such difficulties.
