Section 14. Cognizance of offences, etc.

14. (1) No court shall take cognizance of an offence punishable under this Act except upon complaint in writing made by the competent authority or any officer authorised in this behalf by the competent authority by general or special order. (2) No court inferior to that of a magistrate of first class shall try any offence punishable under this Act.
