25. Appeal against the orders of refusal or suspension or cancellation of licence.—(1) Any person aggrieved by an order of the authorised officer refusing or suspending or cancelling a licence may, within thirty days from the date on which the order is received by him, prefer an appeal to the appellate authority. 15[***] (2) On receipt of an appeal under sub-section (1), the Appellate Authority shall, after conducting such enquiry as he deems fit and after giving the appellant a reasonable opportunity of being heard, pass such order thereon, as he deems fit.
