5. Duties of occupier on the issue of notice under section 4.— On the issue of a notice under section 4,— (i) It shall be the duty of every occupier within the affected area to carry out the preventive or remedial measures specified in such notice; and (ii) It shall be the duty of every 9[ ] person to render assistance in such manner as has been specified in the notice.
