7. All things done and all steps taken by the Government before the commencement of this Act, for assignment and distribution of the net proceeds of taxes and duties levied and collected by the Government to the Municipalities, shall, in so far as they are in conformity with the provisions of this Act, be deemed to have been done or taken under these provisions as if such provisions were in force at the time such things were done or such steps were taken.
