45. Court competent to try offences under this Act and take cognizance of offences.— (1) No court other than the court of a magistrate of the first Class shall take cognizance of, or try a offence under this Act. (2) No court shall take cognizance of any offence under this Act except on a complaint in writing of an officer empowered by rules made in this behalf.
