Art. 151 – The posts of foreman shall be filled up on contract basis under the terms applicable to the services contracts in the State, through a competition based on documents produced. It will be conducted by the Directorate of Civil Administration. § 1. The minimum qualification for admission to this competition is the completion of a course of the civil engineering technician or equivalent qualification. § 2. The selection panel for the competition shall comprise of two members appointed by the 52[Government], and the Director of Civil Administration shall be its chairman.
