Art. 277 – The appeal to the administrator against the refusal of surety by the committee may be presented, on plain paper, and shall not be subject for payment of cost, but the appeal to the administrator against the acceptance of the guarantee by the committee, as well as the appeal against the decisions of the administrator, to the Administrative Tribunal shall be subject for payment of cost at the end by the loser.
