Realization of penalties and remittance thereof.— All penalties recovered from the wages of an employee under the respective conditions of service in an establishment shall be recorded in a register, as may be prescribed, to be maintained by the person responsible for payment of wages to such employee, and all such recoveries shall be credited to the Labour Welfare Fund constituted under Section 3, in the manner prescribed.]
