Using of ensive substance, etc.— Whoever, except with the written permission of a Panchayat and except in the manner, if any, enjoined in such permission, stores or uses night soil or other substances emitting an offensive smell other than cattle manure, shall be liable to a penalty which may extend to one thousand rupees.]
