80. All inquiries and proceedings before the Mamlatdar, the Tribunal, 7[the Collector, the 4[Gujarat Revenue Tribunal] and the State Government] shall deemed to be judicial proceedings within the meaning of sections 193, 219 and 228 of the Indian Penal Code.
