Section 221. District Eduilisation Fund.

221. (1) In each district, there shall be established by the district panchayat, a fund to be called the District Equalisation Fund consisting of the payments made into it under sub- clause (a) of clause (ii) of sub-section (3) of section 219 which shall be utilised by the district panchayat for making special grants to the backward panchayats subordinate to it so as to minimise the social and economic inequalities between the panchayats in the district. (2) The fund established under sub-section (1), shall be non-lapsable and shall be invested in the prescribed manner. (3) Special grants out of the said fund, shall be made in accordance with the rules made in that behalf.
