Section 3. Act to over ride other laws.

3. Save as otherwise expressly provided in this Act, the provisions of this Act, and of the rules and orders made there under shall have effect, notwithstanding anything inconsistent therewith contained in any other law for the time being in force, or any instrument having effect by virtue of any such law or any usage, agreements, settlement, grant, sanad, or any decree or order of any court or other authority.
