Section 35. Acts and proceedings not to be invalidated by vacancies.

35. No act or proceeding of any authority of the University or any committee constituted by this Act or under the regulations shall be invalidated merely by reason of,- (a) any vacancy in its membership or any defect in the constitution thereof, or (b) any irregularities in its procedure not affecting merits of the case.
