10. Filling of vacancy. - If a vacancy occurs in the office of the Chairman or a member by death, resignation, disqualification or otherwise, the same shall be filled in by the State Government in the manner provided in section 5: Provided that he shall hold office for the unexpired portion of the term of his predecessor.
