Section 11. Proceedings of meetings.

11. (1) A copy of the proceedings of every meeting of the Council shall, within fifteen days from the date of the meeting, be forwarded to the Government or any other authority appointed by it on its behalf. (2) No act or proceedings of the Council shall be invalidated merely on the ground of any vacancy or defect in the constitution of the Council.
