18. Promoter may fix rates.-The promoter shall, for the purposes of working an aerial ropeway, and subject to such maximum 1[XXX] rates as may be prescribed or ordered, have power, from time to time, to fix the rates for the carriage of passengers, animals or goods on the aerial ropeway.
