22. Appointment, powers and duties of the Secretary.-(1) The Secretary shall be appointed by the Government upon such conditions and for such period as the Government may deem fit. (2) The Secretary shall, subject to the control of the Board, be the Chief Executive Officer of the Board. (3) All meetings of the Board shall be convened through the Secretary in the manner provided by the Regulations. (4) The Secretary shall be responsible for seeing that all moneys are expended for the purposes for which they are granted or allotted. (5) The Secretary shall be responsible for keeping the minutes of all meetings of the Board. (6) The Secretary shall be entitled to be present and to speak at any meeting of the Board but shall not be entitled to vote there at. (7) The Secretary shall exercise such other powers as may be laid down in the Regulations.
