8. Acting Chairman.-Whenever there occurs a temporary vacancy in the office of the Chairman, the Vice- Chairman shall act as the Chairman during the period of such vacancy and in the absence of both, the State Government may appoint an acting Chairman out of the non-official members of the Authority.
