9. Penalties.- Any employer who contravenes any of the provisions of section 3, section 4, section 5 or section 6 shall be punishable, for the first offence, with fine which may extend to 1[one thousand] rupees and for a second or subsequent offences, with fine which may extend to 1[two thousand and five hundred] rupees.
