2. Definitions.- In this Act, unless there is anything repugnant in the subject or context:- (a) 'public place' means any place to which the public has, for the time being, access whether on payment or otherwise and includes a railway station and a railway carriage, or any public conveyance; (b) 'tobacco' means tobacco in any form and includes any smoking mixture intended to be used as a substitute for tobacco.
