29. Court competent to try offence and take cognizance of offence.- (1) No court other than the court of the Chief Judicial Magistrate shall take cognizance of, or try any offence, under this Act. (2) No court shall take cognizance of any offence under this Act except on a complaint in writing made by an officer empowered by rules made in this behalf.
