12. Minutes of proceedings.- (1) The minutes of proceedings of each meeting of the Council shall be recorded in a book to be kept for the purpose and the names of the members of the Council present thereat shall be entered in the minute book; and shall be signed in confirmation by the presiding authority in the same or next meeting. (2) A copy of the minutes of proceedings of each meeting of the Council shall be forwarded to the State Government within ten days from the date of confirmation.
