Section 9. Filling of casual vacancies.

9. Filling of casual vacancies.- If a non-official member of the Council dies or resigns, or otherwise ceases to be a member, the vacancy shall be filled, as soon as may be, by election, and the person so elected shall hold office for the unexpired term of office of the member in whose place he becomes a member.
