15. Duty of Board.-It shall be the duty of the Board- (a) to report to the State Government, after such enquiry, if any, as it deems necessary or as may be required by this Act, on applications for State aid that may be referred to it for advice by the State Government or any officer authorised in this behalf by it; and (b) to advise the State Government on any matter that may be referred to it: Provided that the State Government shall not sanction State aid without reference to the Board except in the case of a loan the amount of which does not exceed Rs. 30,000.
