6. Information to the user.—After the application is accepted by the Commission under section 5, the Commission shall register the scheme and inform the user to,- (a) execute an agreement in such a form and manner with the Commission as may be prescribed; and (b) pay water cess as fixed under Chapter-IV of this Act.
