Section 12. Possession of liquor or intoxicating drugs in excess of the quantity prescribed by the Government prohibited.

Possession of liquor or intoxicating drugs in excess of quantity prescribed by the *Government prohibited.No person shall possess any quantity of liquor or of any intoxicating drug in excess of such quantity (if any) as the 6[*Government] may from time to time prescribe by notification unless he is licensed by the Commissioner to collect, cultivate, manufacture or sell the same or holds a pass from 7[the Commissioner] in that behalf].
