Section 52. For vexatious delay.

52. For vexatious delay. Any officer or person exercising powers under this Act, who vexatiously and unnecessarily delays forwarding to a 5[Deputy Commissioner] any person arrested or any articles seized under this Act shall, on conviction before a 4[Judicial Magistrate] of the first class, be punished with fine which may extend to one hundred rupees.
