17. Maintenance of accounts. Every licensee shall maintain an accurate account of all the purchases of raw material, quantity, sale of bricks and other expenses incurred and such records shall be open to inspection to the licensing authority or any other officer authorised in this behalf by the Government or the Licensing Authority
