11. Powers of Director to make arrangements for supply of water. The Director may, with the previous sanction of the Government, enter into an agreement with the authority in charge of water supply in any area for securing an adequate supply of water in case of fire, on such terms as to payment or otherwise as may be specified in the agreement.
