Section 48. Leave etc. to Commissioner.

48. Leave etc. to Commissioner. On the recommendations of the Mayor, leave (except causal leave) may be granted to the Commissioner by the Government and the casual leave shall be granted by the Mayor, and whenever the Commissioner is on leave or on training, another officer may be appointed by the Government in his place.
