32. Powers and functions of the Chairperson and the Vice-Chairperson. (1) The 1[Chairperson] and in his absence the 1[ViceChairperson], shall preside over the meeting of the Block Development Council. (2) The 1[Chairperson], and in his absence the 1[Vice-Chairperson] shall exercise general control and supervision over the staff and affairs of the Block Development Council.
