Section 11. Decision by majority of votes.

11. Decision by majority of votes. (1) Save as otherwise provided in the Act, all questions brought before any meeting of the Council, shall be decided by a majority of votes of the members present and in case of a tie, the presiding authority at the meeting shall have a second or casting vote.
