Section 9. Filling of causal vacancies.

9. Filling of causal vacancies. If a non-official member dies or resigns or otherwise ceases to be a member, the vacancy shall be filled as soon as may be, by election and the person so elected shall hold office for the remainder of the term of office of the member in whose place he becomes a member.
