19. Prohibitions of certain other acts. No person shall unlawfully obstruct the flow of, or flush, or draw off, or divert, or take water from any main or distribution pipe or any service line, tap work or fitting connected with the supply of water to the premises by using, fitting, installing or connecting therewith any machine or by using any other means.
