Section 84. Excavation in lands.

84. Excavation in lands. It shall be lawful for the Irrigation and Flood Control Department to make excavations in land owned, occupied or held by any person , department, Corporation, Company or any other authority up to a depth of two feet and remove the earth so excavated therefrom for the purpose of construction and maintenance of an embankment.
