Section 104 Enquiry in to the affairs of Panchayat by the State Government - (1) The Government may, at any time for the reasons to the recorded, caused an inquiry to be made by any of its officers in regard to any Gram Panchayat, Panchayat Samiti or Zila Parishad on any matters with respect to which the sanction approval, consent or orders of Government is required under this Act. (2) The officer holding such inquiry shall have the powers of the Civil Court under the Code of Civil procedure, 1908, to take evidence and to compel attendance of witnesses and production of documents for the purpose of inquiry. (3) The Government may make orders as to the cost of the inquiries made under sub-section (1) and as to the parties by whom and the funds out of which they shall be paid and such orders may, on the application of the commissioner of any person named therein be executed as if, it were a decree of a Civil Court.
