14. Governing Board to be the supreme authority of Foundation. (1) The Governing Board shall be the supreme authority of the Foundation and the general superintendence, direction and management of the affairs of the Foundation shall vest in the Governing Board. (2) The Governing Board shall exercise such powers and discharge such functions as may be prescribed.
