131B. Removal of difficulties.- If any difficulty arises in giving effect to the provisions of this chapter including establishment of National Integrated Produce Market, the State Government may, by order, do anything, not inconsistent with the foregoing provisions, for the purpose of removing difficulty: Provided that no such order shall be made after a period of five years from the date of commencement of the provisions of this Chapter.]*
