9. Act to override other laws.- The provisions of this Act and any order issued thereunder shall have effect notwithstanding anything inconsistent therewith contained in any other law for the time being in force: Provided that the provisions contained in this Act shall not override any of the provisions of the Electricity Act, 2003 or rule or orders made thereunder.
