8. Vacancy to be filled as early as practicable.—(1) 1[Any vacancy in the office of the Chairman or of 2[non official member]1]2 shall be filled in as early as practicable. (2) Notwithstanding anything contained in this Act, the continuing 2[non official member]1]2may during such vacancy act, as if no vacancy had occurred.
