Section 9. Absence of Chairman.

9. Absence of Chairman.- If the Chairman is by infirmity or otherwise rendered incapable of carrying out his duties or is absent on leave or otherwise the office of the chairman is vacant, the Vice-chairman and in the absence of both Chairman as well as the Vice-Chairman, 1[Additional Chief Secretary or Principal Secretary in charge of the Infrastructure Development, Ports and Inland Water Transport Department shall preside over the meeting.]1
